Only the part up to the tunnel. The walkway over the Damn area is smooth & concrete walkway. The tunnel itself gets very dark in the middle & has a natural floor with rocks. Path to waterfalls is only smooth sand the first 200 hundred feet ... maybe. There may have been some rocks or natural steps in that area prior to it getting really rocky with an slight incline. (We took a lot of hikes over 11 days of vacation and none had smooth or level walking).
There is definitely poison oak. I took a photo of the poison oak and submitted it to TripAdvisor in July 2010. It's at the end of the photo collection here on the listing. There are also rattlesnakes.
