The Commission for Science, Technology and Industry for National Defense (COSTIND; 国防科学技术工业委员会) was a civilian commission within the State Council of the People's Republic of China, responsible for setting policy for defense procurement.

Established in 2008, its responsibilities extend to the coordination and promotion of the development of defense technology, overseeing China's space activities, and handling any international cooperation in these domains.

According to a study of Chinese intelligence operations, COSTIND is one of China’s secondary intelligence organizations; members of COSTIND have attempted to steal foreign, especially American, technology for military applications.

The creation of the COSTIND was one measure by which Chinese leaders hoped to facilitate the transfer of technology between the military and civilian sectors. The COSTIND, in particular through its trading arm, China Xinshidai Corporation, coordinated procurement of foreign technology for military purposes.
