The National Wild and Scenic Rivers System was created by Congress in 1968 to preserve rivers with outstanding natural, cultural, and recreational values.

When a river is added to the National System, it is given a classification—wild, scenic, or recreational. These names have little to do with recreation, scenery, or wilderness, but, instead, are measures of the level of development along the river at the time of designation.

The river must first be designated as wild, scenic, or recreational (or the equivalent thereof) at the state level by, or pursuant to, an act of the legislature of that state. Usually, this means designation into a state program.
